Why is my front left tire locked?

I parallel parked my car last night to go to a party at around 11 pm. It was pouring rain and continued to pour the entire night. When I returned to my car to go home at around 3 am, I pulled out into the street and noticed my car jumping and lurching and not being a smooth ride at all. When I got out of my car, I saw that my front left tire was stuck in the position of being turned all the way to the left. No matter how I turned the wheel, it was stuck like that. What happened, what should I do, how can I fix it? Its a 2004 Chevy Trailblazer with 104000 miles on it.
