Which is the halloween that is based on a true story?!?

Okay so i know there is a halloween that is supposedly based on a true story. this halloween is not the oe with michael myers, but it seems to follow the same plot line! in this movie, the setting is in southern california rather than in Haddonfield. the dvd cover is a hand holding a knife coming out of a pumpkin!please give me the director, year of release, etc of this film. I am interested in watching it!
