How can I encourage my dog to fetch a ball?

I have a 2 year old lurch rescue dog. Hes fit and healthy. If we're in the park by ourselves and I throw a ball for him he just stays by my side. If he sees another dog he'll just leg it towards the other dog and ignore me. I know he needs training. What do you suggest?
